Harmonization of Professional and Sub-Professional Qualifications
MANILA, PHILIPPINES – The Professional Regulation Commission (PRC) and Technical Education and Skills Development Authority (TESDA) had a consultation meeting last 20 August 2025, led by PRC Chairperson Charito A. Zamora and TESDA Secretary Jose Francisco “Kiko” B. Benitez, to harmonize and align TESDA-issued National Certificates (NCs) with PRC licensure qualifications, particularly at PQF Levels 4 and 5, and to strengthen pathways from TVET programs to licensed professions. Discussions highlighted key professions such as chemistry, dental technology, dental hygiene, master plumbing, midwifery, pharmacy, and radiologic technology.
While TESDA programs provide foundational competencies, practice in these professions still requires passing PRC licensure examinations, underscoring the importance of harmonizing and aligning TESDA programs with licensure requirements to ensure seamless education-to-profession pathways.
The meeting further proposed the creation of a technical working group to oversee harmonization and alignment activities. This collaborative initiative seeks to strengthen the Philippine Qualifications Framework (PQF), promote credential recognition, and enhance flexible, globally competitive pathways from education to professional practice.
