PICE with PRC Concludes First Free International Webinar for Civil Engineers Worldwide
2 December 2025 – Organized in collaboration with the Professional Regulation Commission (PRC / Commission), the Philippine Institute of Civil Engineers (PICE), led by National President Engr. Frederick R. Sison, successfully concluded the first free international webinar for Civil Engineers abroad.
The program opened with Welcome Remarks from PICE National Secretary, Engr. Mylene Nonette M. Zamora, who acknowledged the participation of Civil Engineers worldwide and highlighted PICE’s commitment to supporting Filipino professionals across the globe.
Serving as the Keynote Speaker, Asst. Commissioner L. Louis P. Valera emphasized the vital role of Filipino civil engineers in maintaining the integrity of the engineering profession. He encouraged participants to uphold excellence, ethical practice, and public trust while representing the Philippines internationally.
Following the keynote message, Hon. Praxedes P. Bernardo, Chairperson of the Professional Regulatory Board of Civil Engineering (PRB-OCE), delivered the Webinar Overview. She outlined the objectives of the event and expressed appreciation to PICE and PRC officials for their collaboration in assisting Filipino engineers abroad.
Resource speakers from PRC included:
- Dir. Raquel R. Abrantes, PRC Regional Office XI Director – Discussed the step-by-step procedures for Professional Identification Card (PIC) renewal for overseas members and PRC Resolution No. 1837 on revised guidelines for professional oath-taking and the oath of allegiance for Filipinos re-acquiring citizenship.
- Ms. Clarissa DC Guia, Ph.D.– Presented various pathways for Continuing Professional Development (CPD) compliance.
- Atty. Maria Liza M. Hernandez, PRC Regulation Office Director – Explained dual citizenship guidelines and the implications on PRC Licensing and Professional Registration under PRC Resolution No. 1225.
- Atty. Melisa Jane Comafay Yeachana, PRC International Affairs Office Director – Provided updates on Special Permit and Special Temporary Permit applications, the ASEAN Chartered Professional Engineers and APEC Engineers programs, and ongoing bilateral negotiations with the UAE, EU, and Chile.
The webinar was attended by Civil Engineers from the USA, Canada, South Korea, Saudi Arabia, Bahrain, Qatar, Riyadh, the Philippines, and other countries.
A dedicated Q&A session enabled participants to raise concerns regarding ACPE applications, CPD requirements, specialization pathways, and online LERIS renewal procedures. A CPD unit will be given to attendees, as confirmed by the CPD Council through CPDD-PICE.
Participants expressed strong appreciation for the event, noting the relevance and depth of the topics, as reflected in positive feedback shared in the webinar chatbox.
National President Engr. Sison expressed gratitude to the PRC team for contributing to a meaningful and successful activity. He also thanked the PICE USA Chapter for requesting the webinar, which provided members overseas with a direct platform to address their concerns. He reaffirmed the commitment of PICE to pursue future collaborations with PRC to enhance opportunities and professional growth for Filipino civil engineers worldwide.
