PRC Advances CPSP Implementation Through Orientation and Workshop for the Business, Education, and Social (BES), Engineering, and Technology Clusters
MANILA, PHILIPPINES – The Professional Regulation Commission (PRC / Commission), through its Career Progression and Specialization Program–Credit Accumulation and Transfer System (CPSP-CATS), conducted an Orientation and Workshop on the Implementing Guidelines of the Career Progression and Specialization Program (CPSP) for the Business, Education, and Social (BES), Engineering, and Technology Clusters on 11 June 2026 at Bulwagang Nubla, PRC Main Building, Manila.
The activity forms part of the Commission’s continuing efforts to operationalize the CPSP across regulated professions and align professional qualifications with the revised Philippine Qualifications Framework (PQF) Domains and Level Descriptors.
The orientation was attended by representatives from the Professional Regulatory Boards (PRBs), CPSP-CATS Committees, Accredited Professional Organizations (APOs), Accredited Integrated Professional Organizations (AIPOs), industry stakeholders, and academic institutions from the BES, Engineering, and Technology Clusters. Also in attendance were Assistant Commissioner L. Louis P. Valera and CPSP-CATS Consultants Ms. Perla G. Po and Ms. Rosetta G. Palma. The activity was facilitated by the PQF/CPSP-CATS Secretariat under the guidance of the Program Manager of the CPSP-CATS Program Management Committee (PMC) Hon. Cecilia C. Herras-Tence.
The PQF/CPSP-CATS Consultant and Member of the PQF National Referencing Committee–Technical Experts Group (NRC-TEG) Dr. Melinda L. Garcia provided a comprehensive discussion on the implementation guidelines of the CPSP. She highlighted the revised PQF Domains and Level Descriptors, the Level Alignment Matrix (LAM), and the application of the “best-fit” approach in aligning Professional Practice Outcomes (PPOs) and Learning Outcomes (LOs) with PQF Levels 7 and 8. The discussion underscored the importance of evidence-based alignment, stakeholder engagement, and professional judgment in the development of qualification titles and specialization pathways.
Participants engaged in the workshop sessions focused on reviewing and enhancing PPOs, aligning learning outcomes with the revised PQF descriptors, and refining qualification titles and implementation frameworks for their respective professions. The sessions likewise explored the development of structured training programs, professional portfolios, recognition of prior learning, and flexible learning pathways that support lifelong learning and professional advancement.
Moreover, participants were oriented on the implementation process for CPSP qualification titles, including stakeholder consultation requirements, program design and delivery, competency assessment, qualification framework credit allocation, and quality assurance mechanisms. Discussions also highlighted the importance of ensuring that specialization programs remain responsive to industry needs, professional standards, and emerging developments in the workplace.
The outputs generated during the workshop will contribute to the refinement and implementation of CPSP qualification titles across the BES, Engineering, and Technology Clusters, further advancing the Commission’s goal of fostering a highly competent, globally competitive, and future-ready Filipino professional workforce.
Through the CPSP-CATS, the PRC continues to promote lifelong learning, professional mobility, and specialization while ensuring that regulated professions remain responsive to evolving industry trends, technological advancements, and national development priorities.
