PRC, CHED, and TESDA Forge Collaboration to Harmonize Technical, Higher, and Professional Education
METRO MANILA, PHILIPPINES – In a significant step to unify the country's professional, higher education, and technical-vocational standards, the Professional Regulation Commission (PRC), the Commission on Higher Education (CHED), and the Technical Education and Skills Development Authority (TESDA) formalized a significant partnership on October 10, 2025.
The Joint Memorandum Circular (JMC) entitled, “Rationalizing and Harmonizing Professional and Technical Education and Skills Development Standards: Clarifying Roles, Ensuring Alignment, and Establishing Final Authority in the Implementation of Curriculum, Faculty, Facilities, and Program Requirements," aims to create a seamless educational pathway for all Filipinos.
Led by PRC Chairperson Charito A. Zamora, CHED Chairperson Dr. Shirley C. Agrupis, and TESDA Secretary Jose Francisco “Kiko” B. Benitez, this collaboration establishes a unified framework designed to:
- Harmonize Standards: Develop and implement synchronized competency standards, curricula, and assessment framework across Technical-Vocational Education and Training (TVET), higher education, and the professional sectors.
- Align Credentials: Standardize the accreditation, licensure, and certification processes for learners and professionals, creating clearer career pathways.
- Enhance Quality Assurance: Formulate cohesive policies to ensure consistent and high-quality education and training across all levels.
This milestone agreement is poised to eliminate redundancies, clarify agency mandates, and ultimately empower Filipino learners by creating a more cohesive and responsive education-to-employment ecosystem.
