PRC Conducts Stakeholders’ Consultations on the Proposed CPSP for Professional Chemical Engineering
MANILA and CEBU CITY, PHILIPPINES – Through the Professional Regulation Commission (PRC / Commission), a series of stakeholders' consultations on the proposed Career Progression and Specialization Program (CPSP) for Professional Chemical Engineering (PQF Level 7) was successfully conducted by the Professional Regulatory Board of Chemical Engineering (PRB-CHE) in collaboration with the Career Progression and Specialization Program – Credit Accumulation and Transfer System (CPSP-CATS) Committee of Chemical Engineering and the Philippine Institute of Chemical Engineers, Inc. (PIChE). The hybrid consultations were held at the following venues: for Luzon and National Capital Region (N.C.R.) on 14 May 2026 at Adamson University, Manila; and for Visayas and Mindanao on 04 June 2026 at the PRC Regional Office VII in Cebu City. The activities gathered Chemical Engineering Practitioners, members of the academe, and other stakeholders in support of the Commission's continuing efforts to promote lifelong learning, qualifications recognition, and professional advancement.
During the consultations, Hon. Cecilia Herras-Tence, Program Manager of the CPSP-CATS Program Management Committee, presented the legal and policy framework of the CPSP, while members of the PRB-CHE, namely: Hon. Cezar S. De La Cruz and Hon. Shirley B. Chua-Reyes, discussed the proposed Resolution creating the Professional Chemical Engineering qualification at PQF Level 7 and the corresponding Level Alignment Matrix (LAM). The proposed qualification is anchored on the eight (8) Professional Practice Outcomes (PPOs) covering knowledge base, technical competencies, research and development, communication, leadership, accountability, ethics, and professional growth. Ms. Perla G. Po, CPSP-CATS Consultant, likewise provided participants with a comprehensive discussion on understanding and writing the LAM and emphasized the application of the "Best-Fit Approach" in aligning PPOs and Intended Learning Outcomes (ILOs) with the revised PQF Domains and Level Descriptors. The consultation in Manila was also attended by Ms. Rosetta G. Palma, CPSP-CATS Consultant.
In her closing message, Hon. Maricris C. Vines, Chairperson of the PRB-CHE, reaffirmed the Board's commitment to advancing the profession through a transparent and consultative process. Inputs and recommendations gathered from the consultations will be considered by the PRB and the CPSP-CATS Committee in refining the proposed Resolution and LAM for Professional Chemical Engineering.
The consultations marked another significant milestone in the formulation of the CPSP for Chemical Engineering profession and reaffirmed the commitment of the Commission, the PRB-CHE, and its CPSP-CATS Committee to foster excellence, professional progression, and global competitiveness among Filipino Chemical Engineers.
