PRC Orientation on the Professional Practice Standards (PPS) for the Business, Education and Social (BES) and Health Allied Clusters Empowers Stakeholders to Shape the Future of Professional Practice
MANILA CITY, PHILIPPINES – The Professional Regulation Commission (PRC / Commission) successfully conducted the Orientation on the Professional Practice Standards (PPS) in relation to the formulation of Professional Practice Outcomes (PPOs) for the Entry-Level Professional Qualification Titles (PQTs) and the Level Alignment Matrix (LAM) for the Business, Education and Social (BES) and Health and Allied Clusters on 06 July 2026 at the Bulwagang Nubla, PRC Central Office, Sampaloc, Manila. The activity was attended by the Chairpersons and Members of the concerned Professional Regulatory Boards (PRBs), representatives from the Accredited Professional Organizations (APOs) and Accredited Integrated Professional Organizations (AIPOs), Philippine Qualifications Framework (PQF) / Career Progression and Specialization Program - Credit Accumulation and Transfer System (CPSP-CATS) Consultants, and PRC officials and personnel.
In his opening message, Assistant Commissioner L. Louis P. Valera, Oversight for the PQF, underscored that the PPS are more than a set of guidelines—they define the competencies, integrity, and commitment to public service expected of professionals. He emphasized that the standards provide the foundation for the formulation of the PPOs and ensure that professional qualifications remain aligned with the appropriate levels of competence and responsibility under the PQF. He likewise highlighted the importance of the collective expertise of the PRBs, professional organizations, practitioners, educators, consultants, and other stakeholders in developing standards that reflect the realities of professional practice and respond to the evolving needs of society.
Dr. Melinda L. Garcia, PQF/CPSP-CATS Consultant and Member of the PQF-National Referencing Committee (NRC) Technical Experts Group (TEG), provided participants with technical guidance on the formulation and adoption of the PPS through Board Resolutions, followed by a workshop facilitated by Ms. Perla G. Po, and Ms. Rosetta G. Palma, CPSP-CATS Consultants, during which participants prepared the initial PPS templates identifying the domains, practice standards, and performance indicators of competent professional practice. These outputs serve as the basis for the development of the PPOs, which will be embedded in the Level Alignment Matrix (LAM) for the Entry-Level PQTs and aligned with the corresponding PQF Level Descriptors.
The activity concluded with the presentation of the accomplished PPS templates by the BES and Health and Allied Clusters participants; followed by the closing message of Hon. Cecilia Herras-Tence, Program Manager of the CPSP-CATS Program Management Committee (PMC). She emphasized that the PPS are the foundation of competence, accountability, and ethical professional practice, serving as the benchmark for quality and responsible service across all regulated professions. She encouraged the participants to uphold these standards as the framework for continuous professional growth and lifelong learning, stressing that a shared commitment to high standards strengthens the integrity of the professions, reinforces public trust, and contributes to the development of world-class Filipino professionals.
The orientation reaffirmed the Commission's commitment to strengthening competency-based professional qualifications through collaborative engagement with its stakeholders and advancing an outcomes-based qualifications system aligned with the PQF. Through the continuous development and implementation of PPS, the Commission remains steadfast in promoting excellence, accountability, and quality professional practice in service of the Filipino people.
