The iGovPhil Project officially adopts the Web Content Accessibility Guidelines (WCAG 2.0) as the accessibility standard for all its related web development and services. WCAG 2.0 is also an international standard, ISO 40500. This certifies it as a stable and referenceable technical standard.

WCAG 2.0 contains 12 guidelines organized under 4 principles: Perceivable, Operable, Understandable, and Robust (POUR for short). There are testable success criteria for each guideline. Compliance to these criteria is measured in three levels: A, AA, or AAA. A guide to understanding and implementing Web Content Accessibility Guidelines 2.0 is available at:

All iGovPhil Project services and content are currently moving towards WCAG Level A compliance. Work is being done to make the system fully compliant with this level.

Passing Level: Towards the Nedelsky Method

MANILA, PHILIPPINES - Centered on establishing the standard setting and Minimum Passing Level (MPL) Computation in the context of the Licensure Examinations (LEs), members of the respective four clusters (Business, Education, and Social; Engineering; Health and Allied; and Technology) of the Professional Regulatory Boards (PRBs) convened at Bulwagang Nubla, 5th Floor, Professional Regulation Commission (PRC) – Morayta, Sampaloc, Manila this 7th of November 2023.  Having a hybrid set-up, the meeting had been attended by one hundred thirty-one (131) participants.  Of which, ninety-eight (98) were physically present and thirty-three (33) virtually attended.   

Spearheaded by the Honorable Commissioner and Oversight for Licensure Examination System, Erwin M. Enad, together with Honorable Commissioner I, Dr. Jose Y. Cueto, Jr., the meeting aimed to explicitly understand and realize an in-depth appreciation of the purpose and positive implications in determining a cut-off score through an educational framework in the LEs.  In showing support and inspiration for the activity, Hon. Chairperson Charito A. Zamora delivered her insightful message to the participants.

As part of the morning session, Hon. Cueto, Jr. had a discussion and explanation about: the rationale of the MPL Computation, the MPL Computation Method as the most appropriate in the LEs, Nedelsky’s Method and its integration in the LE preparatory activities, and the open forum which stimulated the PRBs to cite their concerns; which Comm. Cueto clearly addressed and enlightened each presented concern.    

During the breakout session and focused group discussion, six (6) PRBs presented their respective outputs to the two (2) Commissioners and participants. Thus, this paves the way for a comprehensive constructive critiquing of the outputs leading to a more in-depth learning. 

Moving forward and with a newly found understanding of the MPL Computation, the PRBs, with guidance from the Test Consultants, will start incorporating the MPL Computation in the pre- and post-LE activities to accurately determine the cut-off scores in their respective LEs starting in 2024.  Once firmly established in the LE System, it is expected that this action shall contribute to the Commission’s mandate in identifying meticulously the competence of professionals through the provision of professional standards and reliable and valid LEs.
