JAKARTA, INDONESIA – The Professional Regulation Commission (PRC) proudly announces the successful conclusion of the 3rd Joint Consular Consultation Meeting (JCCM) between the Philippines and Indonesia, organized by the Department of Foreign Affairs (DFA) and brought together representatives from various government agencies from both nations last July 11-12, 2024 at the Swiss-Bellin Hotel in Bogor City, Indonesia.

The Philippine delegation, led by Undersecretary Jesus S. Domingo of the DFA – Office of the Civil Security and Consular Affairs, with representatives from the Department of Justice (DOJ), Bureau of Corrections, National Security Council, Philippine National Police (PNP), Armed Forces of the Philippines (AFP), Department of Migrant Workers (DMW), Department of Labor and Employment (DOLE), and Professional Regulation Commission (PRC). Atty. Melisa Jane C. Yeachana, Director IV of the International Affairs Office attended on behalf of the PRC together with DOLE Regional Director Albert E. Gutib, to discuss the issues involving labor, employment permits issued, and issues regarding professionals. The Indonesian delegation, headed by Dr. Andy Rachmianto, Director General for Protocol and Consular Affairs, included members from various government bodies.

The formal JCCM meeting on 11 July 2024, featured opening remarks by Undersecretary Domingo and Dr. Rachmianto, emphasizing the importance of the dialogue in strengthening bilateral relations. Discussions covered reciprocal treatment for undocumented Filipinos, visa issuance for diplomatic staff, and employment opportunities for Filipinos in Indonesia.

The JCCM served as a platform for discussing consular operations, visa and immigration issues, diplomatic facilities, legal matters, and other topics of mutual interest. These discussions aim to balance employment opportunities and improve the working conditions for both nations' citizens. Key discussions included employment data disparities, working visa issuance, and the implications of Indonesia’s Health Omnibus Law on foreign medical professionals.

Conversely, the Philippine Embassy in Jakarta is monitoring Indonesia's Health Omnibus Law, which permits foreign doctors to practice in Indonesia which would lead to more opportunities for Filipino medical professionals to practice in Indonesia, thereby enhancing healthcare cooperation between the two countries.

The Philippine delegates proposed reciprocal arrangements for Filipino workers in Indonesia and reiterated the visa application processes for Indonesian nationals. The proposals are expected to create a more equitable and transparent employment landscape for both countries' workers.

The successful conclusion of the 3rd JCCM reaffirms the commitment of the Philippines and Indonesia to enhancing bilateral relations and addressing shared challenges for the benefit of their citizens. This meeting has paved the way for stronger cooperation on key consular and employment issues, fostering mutual understanding and collaboration. It also sets the stage for more efficient and effective solutions to consular and labor concerns, ultimately benefiting both Filipino and Indonesian communities.
