The iGovPhil Project officially adopts the Web Content Accessibility Guidelines (WCAG 2.0) as the accessibility standard for all its related web development and services. WCAG 2.0 is also an international standard, ISO 40500. This certifies it as a stable and referenceable technical standard.

WCAG 2.0 contains 12 guidelines organized under 4 principles: Perceivable, Operable, Understandable, and Robust (POUR for short). There are testable success criteria for each guideline. Compliance to these criteria is measured in three levels: A, AA, or AAA. A guide to understanding and implementing Web Content Accessibility Guidelines 2.0 is available at: https://www.w3.org/TR/UNDERSTANDING-WCAG20/

All iGovPhil Project services and content are currently moving towards WCAG Level A compliance. Work is being done to make the system fully compliant with this level.

PRC Takes Action Against Proxy Examinee

The Professional Regulation Commission (PRC) takes action against an individual who was caught in action taking the October 2022 Licensure Examination for Professional Teachers on behalf of a certain examinee in one of the testing venues in PRC Region IX.

With the vigilant and prudent action taken by the PRC examination personnel in verifying the identity of the examinees, the National Bureau of Investigation (NBI), upon report, apprehended the proxy examinee during the conduct of the exam. The impersonator was subsequently brought to the NBI, Pagadian District Office (NBI-PAGDO) for the institution of applicable criminal charges. Likewise, an administrative complaint for violation of the General Instructions to Examinees has already been filed motu proprio by the PRC against the examinee who secured the services of the apprehended proxy.

Relatively, the PRC reiterates and warns the public not to engage in fraudulent activities such as proxy test-taking just to take and pass the licensure examination. The PRC exercises vigilance in ascertaining the identity of the persons taking the licensure examination and employs rigorous authentication procedures to deter the acts of proxy testing. Violators who will be caught in the said act shall be sanctioned administratively and criminally and shall be penalized accordingly.
