About The Commission

Atty. Charito A. Zamora was Senior Deputy Executive Secretary at the Office of the President prior to her well-deserved appointment to the PRC.

She is among the distinguished alumni of San Beda University, having graduated from the School of Law in Mendiola in 1994. She was conferred a Certificate in American Law at the Berkeley School of Law, University of California, in 2015. A seasoned lawyer, she has rendered public service in all three branches of the National Government.

She was awarded a Certificate of Completion for the Strategic Management Regulatory and Enforcement Agencies Program, John F. Kennedy School of Government at Harvard University, Executive Education in 2023. She was Officer-in-Charge at the Office of Cybercrime, Department of Justice between 2018 and 2022, and has previously been engaged as Technical Assistant with the rank of Assistant Secretary at the Office of the Deputy Executive Secretary for Legal Affairs, Office of the President, under the leadership of former recently-retired Commission on Audit Chairperson Michael Aguinaldo between 2010 and 2016. From 2016-2018, she was among the senior officers of now Solicitor General Meynard I.Guevarra at the Office of the Senior Deputy Executive Secretary, Office of the President. Earlier in her legal career, she was Chief-of-Staff of former Congressman Matias V. Defensor,Jr., and was a long-time Court Attorney at the Supreme Court of the Philippines.

An accomplished songwriter, she has penned some remarkable original Filipino music popularized by Regine Velasquez, Sharon Cuneta, Jaya, Lani Misalucha and Zsa Zsa Padilla, among others. Her favorite works include “To Reach You,” “Beginning Today,” and “Tila.” Suffice it to say that she is a balanced person considering her careers in the legal and music profession.

Atty. Erwin M. Enad holds the degrees of Bachelor of Laws from the Ateneo de Davao University, Master in Management from the University of the Philippines - Mindanao and Master in National Security Administration from the National Defense College of the Philippines where he was awarded a Bronze Medal for Academic Excellence.

He is a Senior Fellow in Public Service Program at the Lee Kuan Yew School of Public Policy, an autonomous postgraduate school of the National University of Singapore (NUS). He previously served as Chief of the Regional Legal Service at the Department of the Interior and Local Government, Special Prosecution Officer at the Office of the Ombudsman-Mindanao and Assistant Secretary at the Office of the President.

He is a member of the Career Executive Service Board.

Ar. Conrad T. Onglao is a distinguished Filipino architect and interior designer, widely recognized for his timeless and refined aesthetic that harmoniously integrates Eastern serenity with contemporary sophistication. A graduate of the University of Santo Tomas, he began his professional career at ADR Design Associates, Inc. in 2000, now known as C.T. Onglao Architects Inc.

His professional expertise continued to make significant contributions to the field, most notably through the redesign of Bahay Pangulo (formerly Bahay Pangarap) the official residence of the President of the Republic of the Philippines. In recognition of his outstanding achievements, he was conferred the title of Most Outstanding Professional in Interior Design profession by the Professional Regulation Commission in 2019.

He later served as Chairman of the Professional Regulatory Board of Architecture, where he championed professional integrity and elevated the standards of architectural practice in the country.

Beyond his architectural accomplishments, Ar. Onglao was appointed as a private sector representative for the Cultural Sites Domain of the Philippine Creative Industries Development Council under the Department of Trade and Industry. He has held several key government positions, offering his expertise to advance the nation’s creative and professional sectors.

His design philosophy is grounded in principles of balance, tranquility, and a profound sensitivity to spatial experience—creating environments that not only inspire but also evoke a genuine sense of home.

Mr. Lord Louis P. Valera was the first Regional Director of PRC – NCR prior to his appointment as the Assistant Commissioner. He expanded the service coverage of this regional office by establishing service centers in the different strategic locations across the region; initiated the regional office ISO certification; pushed for zero backlogs on pending transactions; and ably led PRC-NCR during the COVID-19 pandemic ensuring both quality service and the safety of his team.

He also previously headed the International Affairs Office (IAO) for more than 15 years. He represented the Commission in number of negotiations concerning professional services under various Free Trade Agreements (FTAs), Bilateral Labor Agreements (BLAs), and the ASEAN Mutual Recognition Agreements (MRAs). He initiated the development of Mutual Recognition of Professional Qualifications (MRPQ) parallel to the ASEAN MRAs to reinforce the spot of more Filipino professionals in the international services market.

Assistant Commissioner Valera studied philosophy and government management and is a recipient of various negotiation and leadership training in Switzerland, India, Scotland, Indonesia and Thailand.
