BES Cluster of CPSP-CATS Met to Advance the Development of Professional Progression Frameworks

MANILA, PHILIPPINES — On May 20, 2025, the Business, Education, and Social (BES) Cluster of the Career Progression and Specialization Program – Credit Accumulation and Transfer System (CPSP-CATS) successfully held its second cluster meeting on Tuesday, bringing together key stakeholders from various professional sectors to advance the development of progression frameworks for regulated professions.

The meeting was led by Assistant Commissioner L. Louis P. Valera, Oversight for CPSP-CATS, and Hon. Carmelita P. Pabiton, Chairperson of the BES Cluster. Participants include representatives from the Professional Regulatory Boards (PRBs) and CPSP-CATS Committees for Accountancy, Customs Brokerage, Guidance and Counseling, Librarianship, Professional Teaching, Psychology, Real Estate Service, and Social Work.

Each PRB presented the progress of its CPSP, including milestones achieved and challenges encountered in crafting career development pathways aligned with the national standards.

A key segment of the meeting featured Vice Program Manager Hon. Cecilia Herras-Tence and Ms. Perla Gonzales-Po, Consultant for CPSP-CATS, who both provided an in-depth discussion on the creation of a Level Alignment Matrix—a critical tool in aligning professional competencies with career progression levels. Presentations offered practical guidance and clarifications on the components of a well-structured CPSP for each profession.

The CPSP-CATS Secretariat, headed by Ms. Marie Cecille P. Fernando, provided updates on the CPSP and reaffirmed the PRC’s commitment to supporting the PRBs throughout the development and implementation of their respective career progression frameworks.

The CPSP-CATS initiative aims to institutionalize a structured pathway for professional growth across various regulated professions in the country, promoting lifelong learning and alignment with global standards.
