The iGovPhil Project officially adopts the Web Content Accessibility Guidelines (WCAG 2.0) as the accessibility standard for all its related web development and services. WCAG 2.0 is also an international standard, ISO 40500. This certifies it as a stable and referenceable technical standard.

WCAG 2.0 contains 12 guidelines organized under 4 principles: Perceivable, Operable, Understandable, and Robust (POUR for short). There are testable success criteria for each guideline. Compliance to these criteria is measured in three levels: A, AA, or AAA. All iGovPhil Project services and content are currently moving towards WCAG Level A compliance. Work is being done to make the system fully compliant with this level.

Special Professional Licensure Examinations (SPLE) for OFWs in Al-Khobar, Jeddah and Riyadh in Saudi Arabia; Qatar, Abu Dhabi, Kuwait, Bahrain and Singapore in July and August 2020

The Professional Regulation Commission (PRC) announces that the Special Professional Licensure Examinations (SPLE) will be conducted in the Middle East and Singapore on July 31 and August 1 & 2, 2020.

  1. After completing the online transaction, the applicants shall submit to the Philippine Overseas Labor Offices (POLOs) the printed and signed Application Form together with photo copy of documents as identified below thru their respective professional organizations.  Deadline for submission is on 01 May 2020.
  1. The POLOs shall submit the list of pre-qualified applicants for the various disciplines/boards to PRC on or before 08 May 2020.
  1. In the case of the licensure examination for professional teachers, the list of pre-qualified applicants for Elementary Level shall be separated from those of the Secondary Level.  The list for the Secondary Level must indicate the Major Subject of Specialization to be taken by the examinee.
  1. Applicants shall submit the printed on-line application forms (signed and with thumb mark affixed) together with the following documentary requirements to the POLOs for initial evaluation/screening.

    5.1     Basic Documents:

5.1.1     Photocopy of Transcript of Records (with or without scanned picture and remarks “For Board Exam Purposes”)

5.1.2     Photocopy of Valid Passport.The originals of the above documents shall be presented to the PRC Examination Team for validation upon their arrival at their respective venue of assignment.

5.1.3     Two (2) passport size pictures with complete name tag.

5.2     Additional Specific Original Documents in the below stated Boards:

5.2.1     Accountancy:

a.     For Repeaters with two (2) failures: Certificate of Completion of Refresher Course.

b.     For Conditioned Examinees, examination shall be taken within two (2) years from the date of examination.

5.2.2     Architecture:

a.     Accomplished Logbook for Diversified Experience for local Experience (certified by mentor-architect) and/or Certificate of Related Work Experience for overseas experience (signed by the employer) for a minimum of 3,840 hours. Affidavit must be signed and sealed by mentor-architect. Original Logbook shall be submitted to the POLO to be forwarded to the PRB of Architecture for conditional approval.

b.     Photocopy of updated PRC ID and Certificate of Membership from UAP of mentor-architect.

5.2.3     Certified Plant Mechanic:

a.     Two (2) year course graduate from a vocational or trade school.

b.     At least one (1) year certificate of experience signed by a Registered Mechanical Engineer (RME) or Professional Mechanical Engineer (PME) with updated PIC.

c.     Certificate of Employment or Service Record.

d.     Detailed description of equipment.

e.     Affidavit of Competency signed by a Registered Mechanical Engineer (RME) or Professional Mechanical Engineer (PME).

5.2.4     Chemical Engineering:

a.     Certificate of Good Moral Character from any of the following: Philippine Embassy, POLO, Employer, Accredited Professional Organization.

b.     Certificate of Work Experience in a Chemical Laboratory certified by a registered Chemist (only for those who have completed less than thirty (30) units of Chemistry.

5.2.5     Dentist:

a.     Certificate of Completion of Refresher Course, if:

a.1     Did not take the Dentists licensure examination for five (5) years or more.

a.2     With three (3) failures.

5.2.6     Environmental Planning:

a.     College Diploma.

b.     Transcript of Records – Bachelor Degree in Environmental Planning.

c.     Certificate of On-the-Job Training, In-Service Training or Distance Learning.

d.     One (1) Certificate of Good Moral Character .

5.2.7     Master Plumbers:

a.     For graduates in BS Civil Engineering, BS Architecture, BS Mechanical Engineering, BS Sanitary Engineering, BS Chemical Engineering and BS Mining Engineering – Transcript of Records.

b.     For High School Graduates/Vocational/College Graduates of other courses – Certificate of Experience for five (5) years in actual plumbing work under the supervision of a Registered Master Plumber and High School diploma/Transcript of Records.

5.2.8     Midwifery:

a.     For graduates of Midwifery:

a.1     Record of twenty (20) deliveries actually handled and signed by the Principal or Dean (with RA 7392 accredited training) and duly notarized. (accomplish in a prescribed Cases Form)

a.2     Five (5) suturing and (5) IVF insertion (in a prescribed Cases Form)

*For Repeaters : Case Requirements done more than five (5 years ago shall be repeated (New cases shall be submitted)

b.     For Registered Nurse:

b.1     PRC ID Card (PIC)/TOR/Board Certificate as Nurse.

b.2     Record of twenty (20) deliveries actually handled with record of five (5) suturing and five (5) intravenous injections signed by Hospital Director or Municipal Health Officer and duly notarized. (in a prescribed Cases Form)

b.3     Certificate of Consent (from the hospital where cases were performed)

b.4     Certificate of Trainings/Seminars of the Registered Midwife who supervised the applicant.

b.5     PRC ID license and Employee’s ID of the Supervising Registered Midwife.

b.6     PRC ID license and Employee’s ID of the Certifying Officer (must be a Registered Physician)

5.2.9     Nursing:

a.     First Timer:

a.1     BSN graduates 2012 and below (CMO No. 30 Series of 2001) – Summary of Related Learning Experience (RLE) and original copy of notarized OR/DR cases.

a.2     BSN graduates 2013 and above (CMO No. 14 Series of 2009) – Certificate of Undertaking signed by the Dean and Registrar.

b.     Repeater:

b.1     Basic Documents (See 5.1)

5.2.10     Physical Therapy:

a.     Certificate of nine (9) months internship (clock hours) signed by the Dean and Registrar with school seal.

b.     For Repeaters with three (3) failures: Certificate of Completion of Refresher Course.

5.2.11     Professional Teachers:

a.     For Elementary Level: BSEED/BEED.

b.     For Secondary Level: BSED or its equivalent with a major and minor a bachelor’s degree in arts and sciences and the degrees which shall be considered equivalent must have to take at least eighteen (18) units in Professional Education.

5.2.12     Psychometricians:

a.     CAV for those school without SO number.

b.     One (1) Certificates of Good Moral Character from any of the following: Barangay, School, Church and Employer.

     Others:

     Certification of Equivalency (Degree Program) from the Commission on Higher Education (CHED) Office of Standards and Programs if applicant is a graduate of a university outside of the Philippines.

     Certification of Equivalency (Degree Program) from the CHED Office of Standards and Programs if applicant completed a Board exam subject under another course title.

5.2.13     Radiologic Technology:

a.     One (1) Certificate of Good Moral Character from any of the following: Philippine Embassy, POLO, Employer, Accredited Professional Organization or Church duly signed by the issuing authority. If applicant is a Registered X-Ray Technologists (PRC Passer) – copy of updated X-Ray Technologists Professional Identification Card (PRC ID card) and Board Rating Certificate issued by PRC.

5.2.14     Registered Master Electricians:

a.     Certificate of Experience on prescribed PRC form, certified and signed by REE/RME/PEE showing the following technical background:

a.1     For graduates of completed three (3) years of BS Electrical Engineering/ completed three (3) years of Electrical Engineering Technology – one (1) year practice in electrical-wiring and installation, operation and maintenance of utilization devices and equipment.

a.2     For graduates of two-year course instruction from a vocational or trade school – Two (2) years of apprenticeship after completion of the course of instruction on electrical installation, operation and maintenance of utilization devices and equipment.

a.3     For a completed one-year electrician’s course instruction from a vocational school – Three (3) years of apprenticeship after completion of the course instruction on electrical installation, operation and maintenance of utilization devices and equipment.

a.4     Certification of the current employer.

b     Updated PRC ID of Certifying REE/RME/PEE.

5.2.15     Respiratory Therapy:

a.     Certificates of ten (10) months internship equivalent to a minimum of one thousand five hundred (1,500) hours of respiratory therapy clinical internship under the supervision of a competent duly qualified and registered Respiratory Therapists with English translation if written in Arabic or foreign language OR Certificate of Employment from current employer with official seal.

b.     Certificate of Good Moral Character from any of the following: Philippine Embassy, POLO, Employer, Accredited Professional Organization or Church duly signed by the issuing authority.

c.     Certificate of Authentication and Verification (CAV) for schools without Special Order (S.O.) number.

5.2.16     X-ray Technology:

a.     One (1) Cert of Good Moral Character for any of the following: PE, POLO, Employer, APO, or church duly signed by the issuing authority.

b.     CAV – Certificate of Authentication and Verification if no Special Order.

c.     Removal Examination shall be taken only three times (3x). If the applicant fails for the third time, he/she be required to take the entire examination.

The list of conditionally-approved applicants shall be posted at the PRC Website and shall be forwarded to the eight (8) testing centers.
