Practice defined

A person who is authorized to practice veterinary medicine and surgery shall append or cause to be appended to his name the letters D.V.M. (Doctor of Veterinary Medicine), V.M.D. (Veterinary Medical Doctor), D.V.S. (Doctor of Veterinary of Science), the words “Veterinarian, ”Veterinary Surgeon, “Veterinary Dentist,” or “Veterinary” any other initial or title implying qualification to practice, offer or render, for a fee or otherwise, services such as:

1. the examination and/or diagnosis, treatment, operation of, or the prescribing and dispensing of any remedy for, any injury to or diseases, ailment or deformity of animals;
2. attesting for official or commercial purpose to the health of any terrestrial, aquatic, domestic or non-domestic animals;
3. rendering veterinary technical services which indirectly affect the health and welfare of human beings and animals;
4. attesting to the fitness for human consumption of animal products and by-products;
5. holding of any job or position in a public or private entity which requires knowledge of or skill in veterinary medicine; or
6. teaching or lecturing of veterinary clinical subjects in the curriculum of the degree in veterinary medicine.

The practice of veterinary medicine in the country was first regulated when Public Act No. 2245 was enacted on February 11, 1913, creating the Veterinary Examining Board. Composed of members appointed by the Governor- General, the Board was placed under the administrative supervision of the Director of Agriculture.

With the enactment of Public Act No. 4007, the Board was placed under the Department of Agriculture and Commerce, and its members were appointed by the Department Secretary.

On June 18, 1949, P.A. 2245 was superseded by Republic Act No. 3892, otherwise known as “An act to Regulate the Practice of Veterinary Medicine and Surgery in the Philippines.” The Code of Ethics for the veterinary medicine profession was ratified by the members of the Philippine Veterinary Medical Association, Inc. on its Annual Convention on February 23, 1992. The first Board was composed of Dr. Santiago Y. Rotea as Chairman and Dr. Faustino Turla and Dr. Anacleto B. Coronel as Members.

AN ACT TO REGULATE THE PRACTICE OF VETERINARY MEDICINE IN THE PHILIPPINES REPEALING FOR THE PURPOSE REPUBLIC ACT NO. 382 AND FOR OTHER PURPOSES

This Act shall be known as “The Philippine Veterinary Medicine Act of 2004"

This Act provides for and shall govern:

(a) The Administration and conduct of licensure examination, registration and licensing of veterinarians 
(b) The supervision and regulation of the practice of veterinary medicine;
(c) The integration of veterinarians under the existing accredited professional association; and 
(d) The development of the professional competence of veterinarians through continuing professional education(CPE) in accordance with the guidelines set by the Professional Regulation Commission (PRC).

The Philippine Veterinary Medical Association (PVMA) unites all Filipino veterinarians in responding to the needs and demands of the veterinary profession and the whole nation. Composed of 5,274 members, the PVMA strives to develop the veterinary profession in the Philippines and to promote the professional and ethical standards in veterinary science and medicine.

Organized in 1907, the PVMA has consistently protected the inherent rights of the profession and the delivery of veterinary services. The PVMA was deeply involved in the enactment of the Animal Welfare Act and the creation of the Sub-Committee on Veterinary Drugs of the Department of Health which developed the implementing guidelines of the Generic Drugs Act for veterinary practice.

It also initiated the institutionalization of the Legislative Council which worked for the restoration of provincial and city veterinarians in local governments. The PVMA was registered with the Securities and Exchange Commission on October 23, 1953 and recognized by the PRC on November 3, 1976 as its 25th accredited professional organization. To date, the PVMA has 13 regional chapters and 13 affiliate organizations nationwide.
